Our aim is to break the cycle of violence, recognising that violence is not inevitable.
With a focus on young people under 25 who are:
- On the edge of violence
- Exposed to violence in the home
- Exposed to violence in public spaces
- Exposed to violence associated with other forms of criminality

Breaking the Cycle
Violence blights our communities and damages lives – that’s why tackling violence is one of the four priorities in the Police & Crime Commissioner’s Police and Crime Plan. It’s also why Devon, Cornwall and the Isles of Scilly has a peninsula-wide Serious Violence Prevention Programme (SVPP) that aims to address the root causes of violence in the region.
Whilst Devon and Cornwall is one of the safest areas in the UK, levels of reported violence are on the up, mirroring national trends, and now exceed levels seen before the Covid pandemic.
Our Police & Crime
Plan Commitment
- Prepare the Serious Violence Prevention Programme to support local authorities and partners, so they can fulfil their forthcoming Serious Violence Duty - by sharing accountability, data and expertise.
- Break the cycle of inter-generational violence by focusing our efforts on public health prevention and early intervention, including building on innovative support programmes like Operation Encompass and Turning Corners.
